The Brutal trait leads me to think it's something Paizo's considering.
Monsters/NPCs don't need excuses for having a high attack bonus, yet Paizo put that trait in there anyway (though I suppose it does make a difference depending on what debuffs get applied to those creatures).
We know Paizo wants to limit stats in PF2 replacing other stats, though in this case throwing damage already features Strength, and in many parties a major portion of the ranged attacks are being done by mental stats via spells. And the better ranged weapons, i.e. bows, would remain Dex.
Having looked at throwing from day 1, it's hard to justify compared to bows (or bows + melee switch-hitting) except perhaps if you have a shield (which isn't as worthwhile for a thrower) or for coolness/RPing.
So what I'm hoping for, and somewhat expecting, is a Dedication for throwers w/ Brutal Thrower (or something similar) as one of the feat options (even if there's a Dex minimum for entry). Maybe the APG didn't have one because it didn't make the cut or have enough feats to warrant a Dedication. Or maybe Paizo's trying to figure out which types of thrower(s) to develop, from rock-guy to anything-gal to ricochet-captain to Dex-damage-throwing-Rogue.
Or maybe they're waiting on the release of bulky thrown weapons like the Orc Shotput or something? Dunno.

Nope, it is strictly a creature/GM tool. It's honestly a useless one, too, since creature to-hit and other attributes are "Whatever the hell the GM wants," and not some number calculated based on existing attributes and other modifiers.

I think a new feat should allow a 1/2 to hit bonus from str with thrown ranged weapons like how the propulsive allows 1/2 str bonus to damage with bows. It allows Str users to get a bit more accuracy from thrown weapons but dex users will still be king for ranges accuracy.

That does suit PF2 sensibilities, where it's easy to find feats that bring you up from the bottom of curve, yet there are few that take you to the top of the curve (that mostly coming via class progression instead).
But I'm wondering that may be too narrow a niche.
I guess a full plate/10 Dex PC may want it (w/ 18 Str that would be a +2 to their weakness, ranged attacks), and that may be enough.

It's still relevant for determine whether Enfeebled or Clumsy affects chance to hit for creatures that have ranged attacks with the trait.
